
The government announced that it is taking steps to block the artificial intelligence chatbot Grok in the Philippines.
DICT Secretary Henry Rhoel Aguda made the announcement at a Palace briefing. He said the AI tool, developed by Elon Musk’s company xAI, has been misused to alter photos of real people, depicting them in revealing clothing.
Grok is a feature on the social media platform X, formerly known as Twitter, that allows users to create images.
Aguda stated that the Cybercrime Investigation and Coordinating Center (CICC) is now working with the National Privacy Commission (NPC) to implement the block. He explained that the explicit images created by Grok fall under the category of online sexual abuse or exploitation of children, or OSAEC.
However, Aguda noted that Grok’s current usage in the country is “relatively small.” He added that ChatGPT remains the most widely used AI application in the Philippines.
The secretary detailed the process, explaining that the government does not need permission from X to proceed because the content itself violates regulations. He clarified that blocking the service is not a simple push-button task and requires all internet service providers in the country to initiate the action.
The Philippines follows the lead of Malaysia and Indonesia, which were the first two countries to block Grok. Those nations also acted over concerns about the AI’s misuse for creating explicit content.
