
The House of Representatives is going for a full digital transformation, with plans to eliminate paper-based systems and integrate blockchain technology this 2026. Speaker Faustino “Bojie” G. Dy III shared this video message posted on social media.
This modernization effort will digitize the chamber’s documents to promote transparency and accountability. Blockchain, a secure digital ledger, will be employed to protect and authenticate legislative documents. Key records involving the national budget will fall under this new system.
With support from the Department of Information and Communications Technology (DICT), the project would position the Philippine House as a regional pioneer. It is set to become Asia’s first legislature body to utilize blockchain for its operations.
This move aligns with a broader governmental trend. The DICT and several lawmakers separately proposed storing the 2026 national budget on a blockchain to enhance transparency in public spending.
Parallel efforts are underway in the Senate. Senator Paolo Benigno “Bam” Aquino IV has proposed the CADENA Act, which also seeks to apply blockchain for real-time public tracking of government funds. President Ferdinand Marcos Jr. has listed this bill as a priority.
