
The House of Representatives has approved a bill requiring all colleges and universities to provide free Wi-Fi and digital learning materials to students and faculty.
House Bill No. 9532 passed its third reading with 202 votes in favor and none against.
The measure would create a National Academic Content Repository under CHED, in partnership with DICT and schools. This online library would contain digital textbooks, lecture videos, research papers, and other materials, all available for free nationwide.
The bill also requires DICT and higher education institutions to provide campus-wide high-speed Wi-Fi at no cost. Rural and under-resourced campuses would be prioritized first.
House Speaker Faustino “Bojie” Dy III said the bill aims to help students who cannot afford both textbooks and internet access.
The measure directs CHED to acquire digital textbook licenses, negotiate with publishers, and create review panels to check material quality. It also provides grants for localized learning resources and encourages faculty to develop and share content.
Schools would need to designate an open learning resources officer and help students build digital literacy skills.
If enacted, CHED and DICT would have 90 days to issue the implementing rules and regulations.
