
We can’t escape the increasing impact of artificial intelligence (AI) in our daily lives, which is why Sen. Pia Cayetano has introduced a bill called the Artificial Intelligence Regulation Act to oversee the use of AI systems in the Philippines.
The bill seeks to establish a National AI Commission (NAIC) within the Department of Science and Technology (DOST), which will have jurisdiction over all matters related to AI.
Cayetano said she wants to find a balance between encouraging technological innovation and revolution, while also adding the necessary safeguards for the ethical and responsible use of AI, as well as making sure that AI is under meaningful human oversight.
“As the Philippines continues its digital transformation journey, there is an urgent need for a national framework that ensures the safe, responsible, and ethical use of AI, aligned with our vision of an inclusive, innovative, and secure digital future,” said Sen. Pia.
She added that, along with AI, there are opportunities for the country to improve key sectors, such as public services, disaster resilience, agriculture, education, and healthcare systems. Unfortunately, it also presents risks.

As AI technology continues to improve, there will always be a possibility of a sci-fi-like future, where AI systems outsmart human intelligence and go beyond human control.
As a safeguard, the bill also aims to regulate the development and use of various types of AI, including artificial general intelligence (AGI) and Artificial Superintelligence (ASI), as well as AI foundation models such as machine learning, generative AI, neural networks, and large-language models, among others.
It also included penal provisions, such as a fine ranging from Php500,000 to Php5 million, or imprisonment of at least six months to three years, or both, for those who develop and deploy unrequested AI systems. Additionally, the revocation of their business permits or licenses.
Meanwhile, those who intentionally use AI to commit fraud, facilitate crimes, or cause harm to people, property, or national security could be fined between Php2 million and Php10 million, face imprisonment of six to 12 years, or both.
Additionally, anyone caught using AI to create and spread disinformation, manipulate public opinion, or conduct surveillance without legal permission may face a fine of P1 million to Php5 million, or imprisonment for three to 10 years, or both.
